Police said Vladmir Vismer was arrested and charged with third-degree assault, fourth-degree criminal mischief, and fourth-degree endangering the welfare of a child on Sept. 25.
His arrest came after police responded to a domestic dispute that occurred inside a car on Lester Drive in Orangeburg, according to police.
Vismer allegedly struck the female occupant in the face while she was driving, causing an injury. He subsequently took the female victim's phone from her when she attempted to call police. A small child was an occupant in the vehicle during the entire incident, according to the report.
Orangetown police arrested Vismer and brought him to headquarters where he was processed, charged, and arraigned before Judge Pat Loftus. He was released and given an Oct. 3 justice court date.
